That said, the issues seem to be connected to pet 3. This is likely connected to the script, as it does not appear (from what I can tell of the language) to have any general abilities set, like:
ability(#1)
Pet 3 may have to pull more weight if pet 1 and/or 2 die sooner than anticipated. If the random pet selected is mechanical, this can also be disastrous.
Your best bet would be to select a specific 3rd (non-mech) pet that will do strong damage against Chi-Chi, and update the script to reflect the new moves. Or you can select a general family for the slot and set the line I have above at the bottom of your script.

I did some tests myself and the Pet Sim for Chi-Ji seems to be wrong. It says that It doesn't have a scripted Behaviour, even though 10/10 tests in game he used Tranquility as the first move. The only randomness I see is if he misses or Crits some Fire Quills
played him 3 times now and the order seems to be.

3 ethereal
4 to 10 is quills (ethereal swapped in at Round 7 if he is low) but no tranq
11 ethereal
12 tranq

maybe it depends a bit on his health, but the start is always the same

When I went to the dungeon, my experience matched up with yours above up until round 9 when the fight ended for me with a win, including using Ethereal on turn 7.
That said, I *did* still win with this setup, taking the max number of non-crit Fire Quills hits, and this was with Chi-Chi dodging my Scorched Earth hit on round 7. By the time a pet 3 would come in, I'd wager Chi-Chi would be below 50% health. You could grab something like a critter with magic damage for slot 3, like a Hungry Borrower with Acidic Goo and Corrosion to stack even more damage onto Forbiding Curse and make all the DoTs hit harder ^^ (edited)
