Mot is correct: Shelly doesn't always open with Whirlpool, meaning regular damage will be 231 (347 crit), damage against magic pets will be 152 (228 crit), and damage against an elemental will be 347 (521 crit), if it opens with Pinch.

Overall, you definitely can't have a lvl 1 if it's going to take Pinch & Tidal Wave hits. I'd say the safest bet would 500+ for all but elemental, and elementals may want to skip this one, or have at least 700-800+. Or a willingness to restart if the level pet dies.

As with BfA 8.1 it seems that Shelly not necessarily opens with Whirlpool anymore. I’ve seen it opening with any of its abilities, where Pinch obviously is the hardest hitter. (In general I have the impression that with 8.1 they added quite some variety to the AI’s pet move scripts.)

So, if you open with the leveler, you will need one with heaps of health (for a possible crit from Pinch and a couple of Tidal Waves later on).
